AVS standard is the second generation source coding standard with independent intellectual property rights in China. As the name suggests, "source" is the source of the information, the key problem of source coding is the coding and compression of digital audio and video data (i.e. initial data, source), so also called digital audio and video coding and decoding technology. Obviously, it is the premise of the digital information transmission, storage, broadcast and so on. Therefore, it is the common basic standard of digital audio and video industry.
AVS standard is abbreviation of the series of standards of the "information technology advanced audio and video coding", AVS standards include four main technical standards and compliance testing and other support standards such as systems, video, audio, digital rights management and so on. The video part of AVS standard through the publicity, took a decisive step in the standardization in April 30, 2005. In February 22, 2006, the National Standardization Management Committee issued a notice: the second part of the video of "information technology advanced audio and video coding" began to implement from March 1, 2006. AVS video became the national standard officially, the vibration became a big event among both inside and outside the industry, countries and the leadership of the various ministries have sent congratulatory letters and inscriptions, evaluating highly of the work of AVS and encouraging the working group to create brilliant continuously.
AVS has three major characteristics:
1.China's leading development of the advanced technology of the second generation source coding standard - Advanced;
2.Leading the international trend of the patent pool management, comprehensive legal documents of the standard working group - independent;
3.Open and international process of formulating - open.
In June 2002, the former Ministry of Information Industry approved the establishment of digital audio and video codec technology standards working group, began to develop audio and video codec standard independently.
In March 2006, the national standard—"information technology advanced audio and video coding second parts: video" have been officially implemented. AVS standard promulgated formally.
In July 2009, AVS was officially adopted by the Telecommunications Association (ITU) as an international standard; it became one of the three international video coding standards together with VC-1, H.264.
AVS+ is the radio and television version of the standard launched by AVS for high-definition digital radio needs, in July 2012 it was officially approved by the State Administration of Radio and Television Industry Standards: GY/T257.1-2012 "radio and television advanced audio and video codec first parts: video".
On March 15, 2016, the State Press and Publication Administration of Radio and Television Science and Technology Committee and the National Standardization Technical Committee of Radio Film and Television held investigation meeting in Beijing about radio and television industry standard—”high efficiency of audio and video encoding first part: video”. The review committee unanimously agreed that this standard passed review.
On May 17, 2016, AVS2 which is China's second generation of digital video coding standard was promulgated to become the radio and television industry standards, it’s coding efficiency is ahead of the latest international standards, target applications for ultra high definition TV and video surveillance, etc. The promulgation of AVS2 standards marks China's video technology and industry officially entering into the double era of the ultra high definition and ultra efficient.
